Why isn't there an app to listen to a concert and to create the setlists that could be uploaded onto this website? Very upset there are no Snoop Dogg setlists.

Various reasons. Apart from rights reasons it's mainly because it's a humongous new feature and there are more important issues on the road map.

Because there's not app necessary to use setlist.fm. All feature can be used with the web version, even on mobile devices.
Very upset there are no Snoop Dogg setlists.
There are more than 700 Snoop Dogg setlists
