The guidelines mention two options, either a "tour debut", or a "live debut". "Live debut" automatically includes the information given by "tour debut", so it is unnecessary/confusing to add the latter as well. I checked a lot of setlists for a precedent of this situation, and didn't find any. I've also edited a lot of setlists in the past and never saw "live debut" and "tour debut" used together.
